It seems harder to get a renter to move in Christmas/new year. I advertised for a trustworthy roomate in my home all November till Dec 5. Found someone who aked me to hold it. She paid a smallish deposit Dec 14, but Dec 18 said she'd changed her mind about moving & wants her deposit back. I put off 5 other prospects 2 weeks ago, the room's available Dec 21 & I've no chance of finding someone safe by then. What, if anything should I refund her in California please??

You probably can, but check your local and state laws to make sure you can charge a special deposit and to see if there is a cap as to how much you can charge.

Unless the carpet is damaged beyond ordinary wear and tear, no. Landlords cannot keep a tenant’s security deposit to pay for improvements needed from normal wear and tear.
