A friend of mine had an issue at her apartment, A manager had words with her guest and threatened eviction because the guest said "f you" to the assistant manager. This manager called the tenant (my friend) and had some unpleasant words of her own. something to the effect of nobody Fs with me and threatened eviction if her guest doesn't leave.

can a landlord say who can and cannot be on the property as far as guests of the tenant?

yes if the manager has the authority of the owner and speaks on their behalf they can. they may also call the law and have them cited for trespassing
